Report 

This report records the conclusion of officers of the Ministry of Works and Development and the Ministry of Transport who investigated the planning problems in Northland's harbours. It deals only with options for planning the use and development of coastal water, since the use of coastal land is covered by the planning responsibilities of the territorial local authorities and the united council. Recommendations are made on the most appropriate arrangement of planning responsibilities through which the planning problems which exist or are foreseen in Northland's coastal waters can be met. This study does not include consideration of the Kaipara Harbour which is to be dealt with separately.
